Hanoi posts capital gains

Hanoi is expected to reach a gross domestic product (GDP) growth of 6.7 percent in 2009. The capital’s economic structure has shifted towards services and industry, with 52.3 percent devoted to services, 41.4 percent industry and construction and 6.3 percent agriculture in 2009. (The 2008 economic structure was 52.1 percent services, 41.4 percent industry and construction and 6.5 percent agriculture). The Hanoi Department of Planning and Investment said that the high growth is attributed to city-based businesses, which in the last several months of 2009 did better than at the beginning of the year. Their 2009 production value is estimated to be 9.43 percent higher than that of 2008. Of this, production value of domestic non-state enterprises increased 12.14 percent, while that of foreign invested companies improved 9.37 percent and that of state businesses soared 6.1 percent. Machinery, office equipment and precision tool industries posted rather high growth. The department’s statistics show that in 2009 the construction sector increased 9.94 over 2008. This increase is partially attributed to the Government and the city’s bailout packages. Trade is one of the industries that contributed to the capital’s economic growth. Retail sales in 2009 increased 18.3 percent in value, over 2008. This is a result of the city’s realization of the Politburo’s program on encouraging Vietnamese to buy and use Vietnamese products. Service industries have kept growing in 2009. The financial and banking sector increased 13 percent over 2008, while asset and service trading activities and consulting services were up 8.2 percent, and posts and telecommunications soared 8.1 percent over 2008. In 2009, banks in Vietnam mobilized VND591.2 trillion in capital, a 28 percent increase on 2008 while providing preferential loans worth a total of VND74.757 trillion in accordance with Prime Ministerial Decisions 131/QD-TTg and 443/QD-TTg. Despite the global financial crisis and economic downturn, the number of visitors to Hanoi in 2009 increased 15 percent over 2008 to reach 10.25 million, including 1.05 million foreign visitors and 9.2 million domestic visitors. Agricultural production value increased 0.27 percent over 2008. The agricultural structure has shifted towards livestock breeding, fisheries and services. The contribution of cultivation to the total agricultural production value decreased from 46.45 percent in 2008 to 42.9 percent in 2009, while that of livestock breeding and fisheries increased from 47.2 percent and 3.86 percent in 2008 to 50 percent and 4.45 percent in 2009, respectively, and that of services was 2.37 percent in 2009. The fishery sector recovered quickly to increase 14.7 percent over 2008. The average production value from each hectare of land increased from VND122 million in 2008 to VND131 million in 2009. The Hanoi Department of Planning and Investment’s statistics indicate that Hanoi’s state budget revenue totaled VND73.52 trillion in 2009, a 4.7 percent increase on the target set by the Government and 4.2 percent higher than the target set by the City People’s Council. As a result of the Government’s stimulus programs, the total investment in the capital in 2009 increased 18 percent over 2008 to reach VND128.4 trillion. VietNamNet/VEN
